We looking to have a professional custom software design and development. we are seeking a vendor who's willing to develop a Learning Management Tool for our organizations employees, constituents and consultants. Attached are criteria's and basic functionality that we would like the tool to have. As a non-profit we are on a very short deadline to get into a contract to start work, from there we understands development, test, and other time consuming work. Please have all cost including testing, debugging, alterations and support incorporated.

PHP based (Moodle) technologies to create a portal that will determine user level and then based on user level allow access the rest of the website functionality.
Users are:
Constituents – they can browse the system which includes overviews of the LMS and its functions and tools. This mode will basically server as a browsing mode to show what the system has to offer.
Consultants – Consultants will register, but their registration will be put in a dormant state until an admin approves the registration. Once a registrant becomes a consultant, they will have access to the LMS and within the LMS there will be courses specific to consultants.
Consultants will also have access to their online resume, and consultant related documents and forms.
Students – once registered, the student can begin to take web based courses, participate in other LMS functions and tools.


Course material can be relayed via MS Power Point, or slides, Video presentations, papers and documentation

Test can include adaptive testing, multiple choice, short answer

Polls can be conducted to obtain information such as quality of course material, course effectiveness, the LMS and its functionality

Teacher has full control over all settings for a course

Choice of course formats such as - by week, by topic

Course activities can include - Forums, Quizzes, Glossaries, Resources, Choices, Surveys, Assignments, Chats, Workshops Forums, Journals

Student can keep online notes and journal

Grading organization is provided to the instruction / admin

Consultants will have requested functions I.e documents management, training courses, consultants history, past projects,ect.

Access can be granted based on the user level, this can be defined based on the needs of levels i.e.. admin, instructor, student, guest
Activity reports for each student are available with full information of the students activities on course work and other course activities.
Email integration is an option that will allow admins / instructors to have the system reach back to students via email. News alerts, announcements, update etc.
Instructors can define their own scales to be used for grading forums and assignments
